INBISNIS
INBISNIS’s main service is currently the One Stop Investment Solution (OSIS) program. This service is designed for investors who choose Indonesia as a destination for investment in sectors, especially those related to the tourism industry. The INBISNIS business group was founded by Rudi Sembiring Meliala with the motto ‘Success Belongs to Everyone.’ The spirit of serving and helping everyone achieve success is reflected in the values and distinctive characteristics of the services provided by each business division he has built. Long before the name INBISNIS was established, several businesses had already paved the way.
Here, we present all of INBISNIS’s service divisions:
Law Firm Division
The establishment of the INBISNIS Law Firm is a continuation of the various legal services provided by Rudi Sembiring Meliala, which began in 2004 when he served as a member of the Batam City Regional Representative Council (DPRD). He was later appointed Director of the Advocacy Program for the Poor and Workers in Batam City by the Satu Dalam Misi (PSDM) Association of churches belonging to the United Evangelical Mission (UEM). In 2005, he was elected Chairman of the ELHAM Legal Aid Institute (LBH), which provided legal services and assistance to communities in Batam and the Riau Islands.
In 2019, he was elected Chairman of LBH Surya NTT Manggarai Barat in Labuan Bajo, East Nusa Tenggara.
Due to the increasing demand for legal services, Belra Law Firm was established in 2024 by Belra Mordhekai Tuahita Sembiring Meliala, who later founded the INBISNIS Law Firm with its head office in Bali and branch offices in Jakarta and Labuan Bajo. This law firm provides services for criminal and civil cases, business and residence permits, work permits, and other permits for foreign nationals.
Media Division
The print and online media business began in 2004 with the establishment of koranburuh.com under PT Koran Buruh, focusing primarily on labor and economic news and headquartered in Batam City.
In 2016, the online media platform florestoday.com was launched under PT Media Flores Indonesia, covering tourism and economic news across the Flores region.
In 2019, inbisnis.id was established under PT Indonesia Informasi Bisnis, focusing on tourism and investment news in Indonesia.
Following this, labuanbajotoday.com was launched, providing tourism and economic news related to Labuan Bajo and headquartered in Labuan Bajo.
Tour Division
In 2016, a travel agency was established under the name Flores Today Tour, which later rebranded as Labuan Bajo Holiday (labaho.com). The company develops and provides travel services to Komodo Island and its surrounding areas, as well as across Flores Island, under PT Flores Today Indonesia. Currently, we operate several tourist boats, including both pinisi vessels and speedboats, and collaborate with various domestic and international tour companies.
Property Agency Division
In 2019, a property agency business was established under the name INBISNIS Property under PT Inbisnis Abadi Indonesia. This division provides rental, sales, and property development services for the Bali, Labuan Bajo, and Sumba areas.
Property Development Division
In 2022, a property development company was established under the brand 366 Property, operating under PT Flores Properti Indonesia and headquartered in Labuan Bajo. The company specializes in developing villa complexes and resorts in Labuan Bajo, Sumba, and other regions.
Property Contractor Division
In 2025, a property contractor business was established to provide architectural design, construction work, construction management, contour mapping (topography), heavy equipment services (excavators), well drilling, and mechanical, electrical, and plumbing (MEP) services under PT Inbisnis Abadi Indonesia.
To deliver high-quality services that prioritize customer satisfaction, the strength of the company’s management is recognized as a key factor. The ability to collaborate with various partners is also essential for business development. Likewise, innovation and technology in program development must continue to be strengthened.

Chief Executive Officer (CEO)
INBISNIS was founded in 2010 by Rudi Sembiring Meliala (RSM), an entrepreneur with a background in social activism, justice, peace, and journalism. The initiative to build this business stemmed from his efforts to provide for his family, as well as his concern and desire to help everyone achieve success.
Born in North Sumatra Province, Indonesia, to a family of farmers and entrepreneurs, he spent his childhood interacting with people from various backgrounds, ethnicities, and religions. These childhood experiences taught him a valuable lesson: that all people, regardless of ethnicity, race, or religion, are equal before God.
With a background in theology and law, as well as experience as a social activist, cooperative member, and advocate for justice and peace, he gained a wealth of experience and skills in helping many people in various business interests. His active role in the community led to his election as a member of the Regional Representative Council in 2004 in the city of Batam.
His experience as a community leader is a strong asset in developing the One Stop Investment Solution program at INBISNIS.
